When total Tourism (offense) output over the years exceeds a Civ's cumulative Culture (defense) generated over time, you gain influence over them.Ĭulture is generated more early-game but later you can boost Tourism to pass it up. Your Civ's music, style, and even Ideology will grow in popularity within their land. Tourism is your 'offense' in that when people visit travel spots in your city, they take your influence home with them after, for example, a vacation. That can be a bit confusing, so I'll take a stab at clarifying it. The game describes them as defense and offense, respectively.
